(5) Regular, Full-Time, Approximately four to ten (4-10) months in duration, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Cooperative Institute for Marine and Atmospheric Research (CIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MINIMUM MONTHLY SALARY: $2,767/Mon.

DUTIES:

Under guidance of project personnel, performs daily maintenance and operation of field camp. Serves as the senior person in a camp or on travel in the field. Leads field personnel in camp preparation, collection, entry, and editing of data. Responsible for quality and timeliness of the field team’s work. Maintains a safe working environment. Collects census and life history data, including photographic documentation, on the Hawaiian Monk Seal (‘ilioholoikauaua), in the remote Papahānaumokuākea Marine National Monument (PMNM) or shorelines in the main Hawaiian Islands. Enters data into computer databases, and performs necropsies. Collects and processes samples (e.g., scats and spews, tissue samples) for food habits and other analysis. Tags and measures weaned pups. Collects, inventories, and removes marine debris capable of entangling wildlife. Disentangles seals and conducts other recovery actions, which may include mitigation and deterrence of shark predation (e.g., fishing). Treats seal wounds including administering antibiotics, and administers vaccines to seals. Provides research support for other protected species (e.g., green sea turtle or honu, and cetacean research), and may conduct other conservation efforts. Produces annual report at end of field season. Participates in capturing, care of, and monitoring seals collected for captive rehabilitation. Ensures all necessary equipment and supplies for remote field sites in the PMNM are prepared using strict quarantine guidelines. Packs equipment and supplies for shipment to field sites. Loads and unloads gear from transport vessels and establishes camp at remote field sites. Performs daily duties related to maintenance and operation of field camp. Returns and stores all field equipment and supplies, and processes field data at the end of field camp. May conduct boating operations at multiple-island atolls. May also conduct kayak operations at multiple-island atolls to conduct seal surveys. Provides research support for other conservation efforts (e.g., Laysan duck surveys, invasive species removal) or may participate in emergency response to seal strandings.

PRIMARY QUALIFICATIONS:

  • EDUCATION/TRAINING: Associate's Degree from an accredited community college in Marine Biology, Biology, Fisheries Oceanography, Hawaiian Studies in Natural Sciences, or a related field. (At least twenty-four (24) credit hours of college coursework in biological sciences or related field and one (1) year of field experience may substitute for an Associate’s Degree.).
  • EXPERIENCE: One to three (1-3) years of field experience, which includes experience working in small groups in remote settings, conducting research on Hawaiian monk seals, and handling monk seals.
  • KNOWLEDGE: Knowledge of pinniped biology and ecology. Working knowledge of personal computers including use of word processing, spreadsheets, and databases. Working knowledge of cameras and binoculars.  Knowledge of conservation issues.
  • ABILITIES & SKILLS: Must be able to meet and maintain the United States Department of Commerce (DOC) and NOAA security requirements to access work location. Must be a U.S. Citizen or Permanent Resident Alien. Good communications skills (both written and oral) and ability to comprehend complex verbal and written instructions.  Ability to communicated effectively with diverse groups.  Demonstrated leadership and decision-making skills. Ability to work in remote locations for extended periods of time in small groups. Demonstrated ability to perform data entry. Demonstrated ability to collect observational data and visually identify individual seals unaided and with the use of binoculars. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to meet U.S. Department of Commerce (USDOC), NOAA security requirements for working in a Federal facility, which includes being fingerprinted and having a Federal background check performed prior to date of hire and maintained throughout duration of employment. Must be able to pass pre-deployment training requirements including wilderness first aid training if not current before being deployed to field site. For positions requiring travel between multiple-island atolls, must be NOAA certified for small boat operations (having completed Motorboat Operators Certification Course (MOCC) and NOAA small boat component training). For positions requiring travel between multiple-island atolls, may need to pass NOAA in-water kayaking test and snorkeling/swim tests and maintain throughout duration of employment.
  • PHYSICAL/MEDICAL DEMANDS: Ability to swim. Ability to pull oneself into a small boat from deep water. Must be prepared to work in remote locations for extended periods of time. Must be able to work long hours in the sun. Must be able to walk long distances (up to seven (7) miles) in the sand carrying twenty-five to thirty-five (25-35) pounds of field gear unassisted. Must be able to manually restrain immature seals (up to two hundred (200) pounds assisted). Post Offer/Employment Conditions: Must be able to obtain medical clearance for embarking/working on NOAA research vessels or other appropriate vessels, which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Marine and Aviation Operations, and maintain throughout duration of employment.

SECONDARY QUALIFICATIONS:   

Prior field experience in a Hawaiian monk seal field camp. Prior experience working in PMNM or other similar remote setting. Possess good understanding of conservation issues in Hawaii. Previous experience in field or laboratory studies of marine mammals or conservation related research.  Experience handling marine mammals.  Prior experience with field data collection, entry, and editing.  For positions requiring travel between multiple-island atolls, possess prior experience operating small boats and the ability to conduct routine maintenance on small boats.  Knowledge and familiarity of Hawaiian waters.  Previous experience fishing, particularly from small boats and in Hawaiian waters.  Knowledge and understanding of native Hawaiian culture and protocols as it relates to natural resource management.
