Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), in support of the Department of Land and Natural Resources (DLNR), Division of Forestry and Wildlife (DOFAW) Oahu Branch, located in Honolulu, Hawai’i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Serves an important role in assisting in the design and implementation of the Branch’s research development, maintenance, and management programs. Provides support to the District Wildlife Biologist for the State Managed Wildlife Areas in a manner consistent with the Division of Forestry and Wildlife’s statewide Wildlife program goals and objectives, with primary focus on forest bird restoration and monitoring. Independently performs the full range of wildlife research, development, and management activities; directs the work of technicians, and non-professional wildlife workers. Assignments consist of diverse, complex technical problems. Develops, implements, and evaluates methods and approaches for problem solving.
PRIMARY QUALIFICATIONS:
EDUCATION/TRAINING |
Bachelor’s Degree from an accredited four (4) year college or university in Wildlife Management, Natural Resources Management, or in a related biological science field. |
EXPERIENCE |
One to three (1-3) years of specialized experience in wildlife biology, management, and conservation biology, including project management experience involving planning, scheduling, internal/external relations, and administration. At least one (1) year of supervisory experience (supervisor experience can be in an unrelated field). Experience needs to be paid and documented well (include dates and hours per week) and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. |
KNOWLEDGE |
Working knowledge of principles and practices of wildlife management; techniques used in making field investigations into the life history, habitats and natural requirements of wildlife; field research methods pertaining to the study of wildlife; identification and knowledge of natural history of Hawaiian bird, mammal and plant species; techniques of trapping, banding and releasing birds; and animal census taking. Working knowledge of Hawaiian ecosystems and threats from alien species. Must demonstrate competence in design, implementation, and analysis of ecological research, and in the application of biological sciences, natural resource management practices and communication skills. |
ABILITIES & SKILLS |
Ability to speak and write clearly; analyze and clearly explain data, plans, and policies. Ability to collect data on wildlife and habitat conditions; conduct bird and mammal surveys; prepare clear and concise reports; handle large wild animals and birds; and work in remote areas. Ability to use altimeter, compass, maps and GPS. Ability to hike in steep, remote and mountainous terrain. Ability to safely operate, use, and maintain various hand tools and simple power tools including, weed eaters, power generators, water pumps, herbicides and non-restricted pesticides. Ability to operate and maintain outboard motorboat and non-motorized watercraft in open-ocean and near-shore environment. Proficient with software for word processing, spreadsheets, Geographic Information Systems (GIS), and statistical analysis. Must be able to drive a 4-wheel drive vehicle with manual/automatic transmission. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must possess the American Red Cross Certification in First Aid/CPR and maintain certification throughout duration of employment. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. As a condition of employment, all certifications must be obtained and maintained as specified by the certifying agency or as required by state and federal laws. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. |
PHYSICAL/MEDICAL DEMANDS |
Able to hike and carry normal pack loads over rough terrain for several miles. Able to lift and carry up to fifty (50) pounds unassisted. Able to swim through rough, off-shore water conditions including surf breaking on rocks, and land on rocky coastline carrying survey and monitoring gear. |
POLICY/REGULATORY REQUIREMENT |

SECONDARY QUALIFICATIONS:
Master’s Degree from an accredited college or university in Botany, Zoology, Conservation Biology or other relevant biological science. Experience with handling wildlife, familiarity with local, state, and national policy concerning natural resources. Experience composing funding proposals. Knowledge of Oahu Elepaio management and monitoring techniques. Knowledge of Federal, State, and local environmental laws. Familiarity with the State’s wildlife management areas. |
