PROTECTED SPECIES HABITAT CONSERVATION PLANNING ASSOCIATE – ID# 221648. 

 

Pacific Cooperative Studies Unit.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Conservation Planning Program for Endangered Species Protection, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MINIMUM MONTHLY SALARY:  $3,000/Mon. 

 

DUTIES:  Manages, develops, and assists the Habitat Conservation Planning Coordinators with technical outreach and monitoring related to multiple Habitat Conservation Plans (HCP) and Safe Harbor Agreements (SHA) across the state. Provides research, review, and editing for Environmental Assessments (EA), Environmental Impact Statements (EIS), and HCP chapters and development of goals and objectives. Produces HCP related letters, mailings, phone and email communications, website updates, and organizes/manages project data/information. Provides technical review and summaries of submitted EA or EIS, and HCP drafts and provides technical recommendations to meet endangered species needs. Assists in monitoring incidental take licenses and reviews HCP reports for compliance with endangered species statutes. Assists with the coordination and moderation of public and agency meetings, habitat evaluations for mitigation options, field surveys, and other activities for species recovery. May attend evening work workshops and public meetings. May travel frequently to other islands and conduct fieldwork. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Environmental Policy, Biological/Conservation Sciences, or related field.  EXPERIENCE:  One to three (1-3) years of experience in the conservation or environmental policy field with demonstrated experience in one (1) or more of the following: protected species management, habitat conservation planning, meeting facilitation, production of environmental documents, or outreach. Research or work experience in the field of compliance or conservation planning with endangered species.  ABIL/KNOW/SKILLS:  Working knowledge of protected species management, HCP, SHA, EA, EIS, or conservation planning. An understanding of the principles     of conservation biology or environmental policy. Working knowledge of various Hawaiian protected species. Demonstrated skills with document organization, writing, and research.   Ability to perform data entry and management using Microsoft Office and other software programs, and preliminary analyses. Ability to perform website and internet navigation. Post Offer/Employment Condition: Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Must be able to hike and operate in remote locations. SECONDARY QUALIFICATIONS:  Master’s Degree from an accredited college or university in Conservation Biology, Environmental Policy, Ecology or related field. Experience working with conservation planning, HCP, SHA, EA, EIS, in Hawai‘i or on the United States (U.S.) mainland. Knowledge and experience with Hawaiian protected species and protected species monitoring in relation to renewable energy projects. Demonstrated experience working in potentially contentious situations with people of diverse backgrounds. Demonstrated skills and experience related to meeting facilitation and background in ecology. Experience with editing and use of Geographic Information System (GIS) software and databases.
