Pacific Cooperative Studies Unit.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), and East Hawai‘i Wildlife Division of Forestry and Wildlife (EHW/DOFAW), located in Hilo, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.


MONTHLY SALARY RANGE:  $2,875-$3,800/Mon. 


DUTIES:  Supervises and assigns work to Pacific Cooperative Studies Unit (PCSU) staff. Serves as the Field Crew Leader for the EHW Project Assistants. Oversees temporary staff, interns, and volunteers in carrying out resource management efforts. Utilizes good judgement in reviewing and approving time reporting; assessing performance of direct reports by evaluating work quality and performance of specified job duties (e.g., conduct performance evaluations of direct reports). Develops direct reports by instruction for increased proficiency in abilities, skills, and knowledge in relation to job duties/responsibilities and pre-determined standards. Duties include, but are not limited to, supervision of work, personnel functions (hiring, promotions, and termination), and managing safety of direct reports. Provides assistance with training field crew in appropriate work methods and procedures. Manages schedules and produces work plans for all field activities under the guidance of the East Hawai‘i Wildlife (EHW) Biologist V. Ensures staff compliance with RCUH/PCSU standard operating procedures (SOPs) for field work, and crew safety/safe work practice. Initiates appropriate disciplinary measures (with concurrence of EHW Biologist V) for non-compliance when necessary. Collaborates with EHW Biologist V on a regular basis in developing natural resource goals and objectives, and assigning fieldwork responsibilities to Field Technicians, temporary staff, interns, and volunteers. Supervises fence building, inspections, and maintenance programs. Performs and delegates responsibilities to Field Technicians for fence maintenance and repair. Supervises feral animal removal projects. Assists with other EHW field, resource monitoring, and public relations activities as needed.  Regularly maintains field equipment and orders supplies and materials for field projects. Drives project vehicles to work sites. Travels and works in and around helicopters. Works extended, irregular hours.


PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  High School Diploma or G.E.D. equivalent.  EXPERIENCE:  Three to five (3-5) years of work experience (preferably in remote areas in Hawai‘i) involving fence installation, inspection, maintenance, and repair; ungulate hunting, scouting, trapping and control.  Includes experience managing remote fence installation projects from setting alignment, purchasing supplies, working with vendors and partners, and troubleshooting, demonstrated experience with small engine repair and operating all-terrain vehicles (ATV), utility task vehicles (UTV), generators, chainsaws, and similar equipment used for performing assignments entailing fencing, reforestation, ungulate/predator control, and land management, and controlling invasive plants. Includes one to three (1-3) years of experience supervising or performing as the lead to subordinates on a natural resource management project or related field.  ABIL/KNOW/SKILLS:  Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures. Knowledge of native Hawaiian flora and fauna and threats from alien species.  Working knowledge of the principles of ecology and wildlife biology.  Knowledge of ungulate proof fence construction, materials, and maintenance.  Knowledge of current techniques, materials, and tools used in remote fence construction and maintenance. Knowledge of current techniques, materials, and tools used in invasive animal control. Knowledge of safe pesticide use and application. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports.  Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.  Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work.  Ability to review work and evaluate performance, and develop required job competencies of direct reports. Ability to recognize and identify common native and introduced plants.  Ability to track and locate animals using radio receivers, compass, map, and GPS hand-held units. Ability to use a computer to record technical field data and prepare report summaries.  Ability to trap feral animals.  Ability to apply herbicides.  Ability to use and oversee the safe use of chainsaws for fence line clearing and fence repair. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Ability to safely coordinate and manage helicopter operations involving the transportation of staff and field equipment (using external sling loads) to remote sites.  Ability to communicate well with partners and landowners to insure work is completed to specifications and landowner approval. Post Offer/Employment Condition: Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within twelve (12) months from date of hire) and maintain throughout duration of employment.  Must be able to complete chainsaw training within twelve (12) months from date of hire and maintain throughout duration of employment.  Must be able to complete basic helicopter safety course and a helicopter external load training within twelve (12) months from date of hire.  Must be able to complete pesticide safety course within twelve (12) months from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. PHYSICAL/MEDICAL REQUIREMENTS:  Must be able to conduct fieldwork in dense vegetation under difficult conditions (e.g., heat, rain, cold temperatures, poor footing). Ability to hike and camp in remote areas and rugged terrain under inclement weather conditions, for up to five (5) consecutive days.  Must be able to backpack and lift and carry up to fifty (50) pounds. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).  


SECONDARY QUALIFICATIONS:  Three to five (3-5) years of experience surveying plant or animal populations in Hawai‘i.  Previous fence building or construction experience.  Experience hunting and trapping feral animals in Hawai‘i. Fieldwork with emphasis on feral animal and alien plant control with a land management agency.  Familiarity with computers and data entry.  Experience using herbicides to control weedy vegetation in a forest environment.  College courses or Associate’s Degree from an accredited community college related to natural resources.  Possess valid State of Hawai‘i Hunting License.
