The Pacific Birds Habitat Joint Venture is seeking qualified candidates for the U.S. Coordinator position.

Migratory Bird Joint Ventures are cooperative, regional partnerships that work to conserve habitat for the benefit of North America’s birds, other wildlife, and people.  Joint Ventures are partnerships governed by a management board comprised of volunteer representatives from public agencies, environmental organizations, business groups, and landowners.  The Pacific Birds Habitat Joint Venture (Pacific Birds) is one of twenty-two habitat-based Migratory Bird Joint Ventures, each addressing bird habitat conservation issues within their geographic area. Pacific Birds is an international partnership with a Management Board consisting of the U.S. Steering Committee and the Canada Steering Committee, each with its own Coordinator. Pacific Birds coordinates strategic habitat conservation for the benefit of migratory birds, fish, other wildlife, and people in accordance with the its mission and strategic plan. The U.S. Coordinator forges working partnerships with conservation professionals and advocates, provides leadership to develop and implement Pacific Birds’ priorities and policies, supervises other Pacific Birds’ U.S. based staff, and implements the business of Pacific Birds.  The Coordinator reports to and provides support for the U.S. Steering Committee, which provides strategic guidance and oversight on operations, programs, and policy issues. 

Pacific Birds is primarily funded by the U.S. Fish and Wildlife Service, with some support from other partners. The Coordinator will be an employee or contractor of Ducks Unlimited. The Coordinator reports to the U.S. Steering Committee who provides strategic guidance and oversight.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Partner & Project Support
•  Builds and coordinates partnerships with other organizations to deliver programs that address Pacific Birds’ priorities.
•  Works to ensure that the mission is fulfilled through strategic planning, program delivery, partner outreach and coordination, measuring success, and reporting.
•  Coordinates with the U.S. Fish and Wildlife Service’s National and Regional Migratory Bird Programs and other Joint Venture Coordinators in Mexico, U.S. and Canada.
•  Directs activities in support of planning processes, including updates and revisions of Pacific Bird’s plans  
•  Coordinates implementation actions approved by the U.S. Steering Committee.
•  Oversees ongoing science and conservation programs that informs habitat conservation, management decisions, and adaptive management actions.
•  Facilitates cooperation and communications among Pacific Birds partners and stakeholders, as well as among citizens and landowners dealing with a variety of perspectives and potentially conflicting interests.
•  Directs activities to support the objectives of the North American Waterfowl Management Plan, Partners In Flight, the U.S. Shorebird Conservation Plan, the North American Colonial Waterbird Conservation Plan, and other regional and local conservation plans.
•  Directs activities in support of outreach and communication actions to support Pacific Birds’ goals.
•  Communicates with stakeholders, including legislators, agency and organization directors, managers and staff, county and local decision-makers, private foundations and the media to keep them informed of Pacific Birds’ work and benefits to the community.
•  Provides strategic guidance to Pacific Birds partners to plan and implement habitat conservation projects.
•  Advises partners on legislative, agency and private funding programs, highlights grant opportunities, and coordinates development of collaborative grant applications.
•  Provides guidance to partners applying for funding under the North American Wetlands Conservation Act and other federal, and state, and private grants programs. Coordinates with the USFWS Regional Office to ensure compliance with National Environmental Policy Act and National Historic Preservation Act for all North American Wetlands Conservation Act Grants.
•  Prepares and oversees the timely development of correspondence, technical reports, administrative records, and scientific materials in a professional manner consistent with Pacific Birds’ communication practices and style.

U.S. Steering Committee Coordination

•  With input from the U.S. Steering Committee Chair, plans and facilitates quarterly Steering Committee meetings, and Executive Committee meetings as needed. Conducts, facilitates, or oversees follow-up actions identified at meetings and ensures that timely meeting notes are distributed.
•  Consults with U.S. Steering Committee Chair, Executive Committee, and/or full U.S. Steering Committee on all complex, complicated, or controversial issues.
•  Oversees planning for and provides input into Pacific Birds working committee meetings and follow-up actions.
•  In addition to the U.S. Steering Committee Chair, acts as a spokesperson for the partnership and as a liaison to other Joint Ventures, agencies, and regional planning efforts.
•  Facilitates the recruitment, orientation, and training for new U.S. Steering Committee members and committee chairs.
•  Coordinates with Canadian Steering Committee Coordinator to plan for and facilitate Pacific Birds’ annual Management Board meetings and ensures that timely meeting notes are distributed.

Staff Supervision

•  Supervises Pacific Birds staff and manages work responsibilities and priorities.
•  Determines staffing needs, develops job descriptions, and conducts staff recruitment and selection in accordance with Pacific Birds policies and guidance.
•  Implements a performance management process that includes annual work plans, performance monitoring, and annual performance reviews for all staff. Coaches and mentors staff to improve performance as appropriate.
•  Ensures all staff receive an orientation to Pacific Birds and on-going training and support.
•  Establishes a positive, healthy and safe work environment for approximately 3-4 direct reports plus project contractors.

Business & Management

•  Manages daily operations of Pacific Birds to implement an annual work plan.
•  Seeks new state, federal, local and private funding sources for Pacific Birds’ operating expenses, programs, and partner projects; oversees the development/implementation of fundraising plans; and writes funding proposals.
•  Develops, administers, and reports on an annual operating budget authorized by the U.S. Steering Committee.
•  Ensures that files are securely stored, and privacy/confidentiality is maintained.

Other Duties as Assigned:

•  Perform special projects and research as assigned by the U.S. Steering Committee.
•  Perform other duties as assigned by the U.S. Steering Committee.

Knowledge, Skills, and Abilities:

•  Self-directed, and highly motived team player.
•  Excellent written and verbal communication skills.
•  Knowledge of, and passion for migratory bird habitat conservation.
•  Experience managing excellent partner and customer support.
•  Excellent organizational skills. 
•  Demonstrated commitment to excellence and integrity in all aspects of work.
•  Knowledge of conservation policy and relevant legislation.
•  Experience and working knowledge of programs that fund habitat conservation, including the North American Wetlands Conservation Act, Land and Water Conservation Fund, Farm Bill programs, and relevant state programs.
•  Ability to listen and navigate multiple viewpoints and perspectives, as well as recommend solutions to challenges.
•  Ability to track and manage budgets.
•  Proven ability to plan work including strategic planning, annual work planning, etc.

Preferred Education and Experience:

•  This position requires a combination of education and experience equivalent to an undergraduate degree in conservation biology, ecology, quantitative ecology, environmental sciences, environmental policy and planning, or other related field, or at least 10 years conservation experience. Demonstrated ability to manage programmatic operations, and experience with management or governing Boards is highly desirable.

Work Environment & Physical Requirements:

•  This is a professional position.
•  Familiarity with MS Office 365.
•  Work environment is indoors with time in meetings and periodic field time.
•  Ability to stand, bend, stoop, sit, walk, twist and turn.
•  Ability to lift to 25 pounds occasionally.
•  Ability to use a computer keyboard and calculator.

Position Type, Expected Hours of Work, and Travel:

•  This is a full-time position. Ducks Unlimited, which serves as Pacific Birds’ primary fiscal agent, will administrate the position as negotiated, as an employee or as a contractor to DU.  Position is subject to annual renewal per the U.S. Steering Committee.
•  Position location negotiable, but strong preference to be near a regional airport in Oregon or Washington.
•  Evening and weekend work may be required as job duties demand.
•  Extensive travel is expected for this position in the absence of pandemic-related restrictions, including overnight travel to Alaska, Hawaii, coastal portions of northern California, Oregon, Washington, and British Columbia Canada (must have a valid passport). Occasional attendance at national meetings and periodic conferences.
•  Competitive compensation is based on experience and qualifications, but commensurate with that of other U.S. Joint Venture Coordinators.
