The University of Hawai'i Sea Grant College Program (Hawai'i Sea Grant) is one of 34 Sea Grant programs nationwide that comprise a functional network within our nation's universities and colleges that promote enhanced understanding, conservation, and wise use of coastal resources in the state, region, and nation. In partnership with the National Oceanic and Atmospheric Administration (NOAA), Hawai'i Sea Grant supports and conducts an innovative program of research, education, and extension services that provide links among academia, federal, state and local government, industry, non-governmental organizations, and the local community. As part of the University of Hawai'i at Manoa's (UHM) prestigious School of Ocean and Earth Science and Technology (SOEST), Hawai'i Sea Grant is a system-wide and statewide program in Hawai'i with a presence in American Samoa, the Republic of the Marshall Islands, and the Federated States of Micronesia.
 
The incumbent serves as a member of the extension faculty of the University of Hawai'i Sea Grant College Program in the service of communities and decision-makers to understand and address impacts of coastal hazards, climate change, and sea-level rise in Hawai'i and the Pacific region.
 
The primary purpose of this Coastal Dune Restoration and Management Coordinator position is to provide program leadership, coordination, and technical expertise for a long-standing dune restoration and management program with primary focus on Maui, while including statewide engagement on related issues. This position will also provide technical and outreach assistance on broader issues relating to beach restoration, shoreline access, coastal management, and coastal hazards. As background, the dune restoration program on Maui has historically been implemented by volunteers with guidance from Hawai'i Sea Grant. In partnership with Maui County, Hawai'i Sea Grant will fulfill a primary coordination and leadership role in the continued implementation of the program. The Coastal Dune Restoration and Management Coordinator will maintain and expand program activities within Maui County, including support to Moloka'i and Lana'i. The responsibilities will also involve statewide coordination using Maui's successes to build statewide capacity. 
 
Primary functions include, but are not limited to:
 

Conceive, implement, and complete independent projects related to dune restoration and management and seek funding to support expanded research and implementation.

  1. Develop technical reports, recommendations, and/or guidelines for dune restoration, management, and monitoring projects.
  2. Assist in the interpretation, communication, and outreach of State and County Statutes and Administrative Rules for the shoreline area as well as research products and best management practices associated with dune restoration and management.
  3. Develop and manage annual or semi-annual work plans regarding management of existing and new dune restoration sites, including recruitment of volunteers and organization of regular volunteer workdays for dune restoration and management. 
  4. Assist in the development of dune restoration and management plans in fulfillment of permit conditions.
  5. Assist with opportunistic and emergency dune restoration projects.
  6. Coordinate and facilitate projects with natural resource agencies that oversee coastal zone management and/or permitting, including the State of Hawai'i Department of Land and Natural Resources and the County of Maui Planning Department, Parks Department, Public Works, and Environmental Management.
  7. Maintain close contact with interested organizations, agencies, and individuals to expand networks and capacity related to dune restoration and management, including fostering capacity for the formation of additional stewardship groups.
  8. Coordinate presentations and workshops that improve public awareness of coastal processes, wise coastal land use practices, coastal management, and beach and dune restoration.
  9. Work closely with the Sea Grant Coastal Processes Extension Agent on Maui and other Hawai'i Sea Grant extension faculty on projects/activities related to coastal management and beach and dune restoration around the state.
  10. Participate in regular Sea Grant faculty and staff meetings and reporting of activities.
  11. Develop an annual work plan and provide timely reporting of activities, impacts and accomplishments.
  12. Other duties as assigned.

 The incumbent works independently and without close supervision under the general supervision of the Program Leader, Associate Director, and Director of Sea Grant, and performs most assignments with instructions as to the general results expected.
 
MINIMUM QUALIFICATIONS:

Junior Extension Agent:

A Bachelor's degree from a college or university of recognized standing, with major work in coastal processes or land use, coastal science, shoreline management, natural resource management, planning or related fields. Ability to apply Extension teaching methods. Ability to lift 40 pounds of supplies and test equipment.

 Assistant Extension Agent:

 
In addition to Junior Extension Agent minimum qualifications, Master's degree from a college or university of recognized standing with major work in coastal processes or land use, coastal science, shoreline management, natural resource management, planning or a related field; or in addition to a Bachelor's degree, 30 credit hours of post-baccalaureate academic work in the fields listed above.  At least three (3) years of successful experience in Cooperative Extension work, Sea Grant Extension work or equivalent in research relevant to coastal management.  Ability to exercise independent judgment and to assume responsibility for developing an Extension program.  Considerable knowledge of coastal processes and resource management.  Ability to work harmoniously with other agents in an integrated Extension system and with related agencies.

 
DESIRABLE QUALIFICATIONS:
 
Demonstrated ability to conceive, plan, and manage projects and programs.  Experience working with volunteers.  Experience working with the public on conflict resolution, problem solving, collaboration, and controversial issues.  Familiarity with and ability to analyze marine and coastal data and map products.  Familiarity with surveying and mapping techniques.  Familiarity with statutes, rules and ordinances at the County (Maui), State (Hawai'i) and Federal level covering shoreline management and coastal land use.  Familiarity with Hawaiian shoreline characteristics and cultural/recreation practices, including historical shoreline erosion rates and trends, seasonal wave dynamics, coastal processes and hazards, coastal dune behavior and native coastal plant species.  Familiarity with coastal hazard mitigation strategies, coastal engineering approaches, impacts on natural resources from sand extraction and nourishment operations, and impacts of alternative shore stabilization technologies.  Familiarity with current research on climate change and sea-level rise.  Knowledge of computer programs and geographical information systems including oceanographic wave and beach numerical modeling.  Possess scientific training and documentation in the form of published results of original research in the field of coastal science or coastal policy.
