SSRI CONTRACTS & GRANTS SUPPORT ASSOCIATE – ID# 19682. Social Science Research Institute. Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI). Primary work location will be at the Division of Aquatic Resources (DAR) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

 

MONTHLY SALARY RANGE: $3,500-$4,000/Mon.

 

DUTIES: Assists with evaluating, coordinating, and facilitating grant proposals and activities from pre- to post-award stages in accordance with Division of Aquatic Resources (DAR) policies, procedures, and guidelines. Drafts, standardizes, and verifies proposals for review. Facilitates grant processing and helps manage day-to-day post-award functions. Works with division staff to evaluate practices and to research and recommend policies, procedures, and guidelines. Aids with investigating processes and developing alternative solutions in situations for which an approach has not been established. Researches and analyzes workflows to supports the creation of standard operating procedures (SOPs). Works with others to appraise personnel training needs; trains and provides basic guidance on grant or contract submittals, developing request for proposal (RFP) solicitations, vendor bids, and related items as appropriate. Helps to ensure compliance with procedures to facilitate and expedite the grant submission process. Assists with assessing, reviewing, and tracking grants, submission of progress reports, match report, receipt of deliverables, and compliance with special award conditions. Observes and documents informational gaps. Maintains a library of resources and reference materials for the division and the grant and contracts database. Researches applicable compliance requirements and assists with coordinating the development of budgets, personnel criteria, work plans, and scope for selected projects. Facilitates, compiles, and edits reports for division review. Coordinates meetings, compiles notes, and distributes materials. Responds to inquiries and plays a supporting liaison role between DAR and various agencies and individuals.

PRIMARY QUALIFICATIONS: 

EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Social Sciences, Business Administration, or related field.

EXPERIENCE: Two to four (2-4) years of experience in grants development or administration including project management. Experience handling procurement or fiscal issues and conveying technical information on policies and procedures. (Master’s Degree from an accredited college or university in Social Sciences, Business Administration, or related field may substitute for one (1) year of experience).

ABIL/KNOW/SKILLS: Knowledge of principles pertaining to grants and contracts, including preparation, language, and agreement modifications. Knowledge of budget development, fiscal procedures, and general research. Knowledge of Microsoft Office, including Word, Excel, and Access. Ability to analyze, interpret, and understand conditions of legal documents and agreements and coordinate and draft contract language and modifications to agreements. Must be able to comprehend a wide variety of materials; research and facilitate the development of written policies and procedures; gather, evaluate, and analyze research and data; and generate sound conclusions. Must be skilled in organization, analysis, and problem solving. Ability to analyze financial documents and information, evaluate funding and personnel requirements for contracts and grants, communicate effectively orally and in writing, and perform quantitative work swiftly and accurately. Must be able to draft concise, clear documents including memos and reports. Must be able to apply precedents, policies, and procedural standards when required. Ability to participate in meetings and work collaboratively with members at all organizational levels. Ability to take initiative, prioritize effectively to handle a high-volume workload, and adhere to deadlines despite continual interruptions and competing completion timelines.

SECONDARY QUALIFICATIONS: Experience managing projects at State offices or other large institutions. Basic knowledge grant preparation.
