CRB SURVEY CANINE HANDLER – ID# 19303. 

College of Tropical Agriculture and Human Resources.  (2) Regular, Full-Time, RCUH Non-Civil Service position with the College of Tropical Agriculture and Human Resources (CTAHR), Plant and Environmental Protection Sciences (PEPS), located in Oahu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $2,321/Mon. 

DUTIES:  Handles a canine trained to detect the Coconut Rhinoceros Beetle (CRB) in the field, which includes conducting inspections outdoors for extended periods of time.  Conducts pest detection activities.  Keeps accurate and detailed records for training and canine activities.  Provides care to animal (e.g., feeding, grooming, and exercising) on a daily basis, including some weekends.  Organizes travel for activities with the canine.  Drafts proposals or work plans and financial plans used for the development of canine operations integration in programs or other projects carried out within their area of responsibility.  Assists with planning, coordinating, and conducting all aspects of canine operational activities, including special programs, newly emerging programs, or operational functions with cooperators, other government entities, industries, private citizens, and other stakeholders.  Conducts field operations to implement established action plans targeting CRB for control or eradication.  Fieldwork involves maintenance of CRB traps in natural, urban, and suburban areas with extensive driving to reach traps and working near high-traffic areas.  Keeps accurate and detailed records of survey data and CRB trap placement.  Assists with maintaining baseyard, project vehicles (e.g. tire changes) and equipment, including field gear, CRB traps, and properly storing pesticides.  Assists with public relations activities and events, and attains favorable public relations with property owners and other members of the public. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Associate’s Degree from an accredited community college.  EXPERIENCE:  Up to one (0-1) year of experience reading or writing reports, collecting, recording and reporting data, and public speaking.  Invasive species work experience or outdoor labor experience.  ABIL/KNOW/SKILLS:  Basic knowledge of entomology and the threats that invasive species, such as the CRB, pose to Hawai‘i.  Knowledge of roads and neighborhoods of Oahu.  Must be dependable and express enthusiasm and a willingness to learn job duties.  Good oral and written communication skills.  Must be comfortable handling and caring for medium to large canines.  Ability to read maps and aerial photographs, and document work.  Basic computer skills.  Possesses excellent coordination skills.  Ability to travel to and from the kenneling facilities on weekends.  Ability to drive project vehicles both on and off road, and handle pesticides.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  Post Offer/Employment Condition:  Must be able to pass a federal background check and obtain credentials to access military facilities within three (3) months from date or hire and maintain throughout duration of employment.  Must be able to complete the two (2) month U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) – Plant Protection and Quarantine (PPQ) National Dog Detector Training Center’s canine handler course within six (6) months from date of hire.  Must be able to complete pesticide safety course within twelve (12) months from date of hire.  Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.  Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to lift and carry up to 60 pounds.  Must not suffer from acrophobia (fear of heights).  Must not suffer from cynophobia (fear of dogs).  Ability to walk five (5) miles a day in various weather conditions.  Ability to work in natural areas under exposure to the sun all day and difficult terrain.  Ability to perform laborious tasks, such as shoveling, raking, and lifting decaying green waste under inclement weather conditions (e.g., heat, rain, and humidity) for up to five (5) consecutive days.  Ability to work in dusty conditions with outdoor allergens and asthma triggers, such as pollen, mold, grass, dust, and dirt.  Ability to work in areas with exposure to insects, such as bees, wasps, ants, centipedes, and risk of insect bites and stings. SECONDARY QUALIFICATIONS:  Knowledge of palm tree cultivation and identification.  Data entry or database management experience.  Previous entomology coursework or work experience.  Experience with pesticide handling and application.
