Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), based with the Division of Forestry and Wildlife (DOFAW), Kauai Branch, located in Lihue, Kauai, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $2,810/Mon. 

DUTIES:  Provides professional assistance to the DOFAW for Geographic Information System (GIS), small unmanned aerial systems (sUAS), and geo-database objectives, which includes, but not limited to:  supporting island- and state-wide research, monitoring, mapping, and management planning efforts related to Rapid Ohia Death (ROD). Researches and implements various methods and technologies to survey suspected ROD trees or areas.  Controls, operates, maintains, and stores sUAS and all related equipment.  Uses appropriate technologies, such as Global Positioning System (GPS), GIS, and sUAS to monitor and map rare plants in inaccessible locations to help determine fruiting and to collect seed.  Develops maps for follow-up sampling efforts. Transfers and manages data into management portals for visual analysis and investigation.  Assesses the impacts that wildland fires have on ROD, as well as ROD impacts on native flora, including endangered species. Uses appropriate technologies and methods to assess river and stream flood damage to inform stream riverbank restoration efforts. Coordinates collaboration efforts with island partners, such as Kauai Invasive Species Committee (KISC), The Natural Conservancy (TNC), and the National Tropical Botanical Garden (NTBG) for ROD rapid response and suppression/control needs. Consults with appropriate DOFAW Program Managers, agencies, and other partners to utilize the most appropriate and useful technologies and/or existing data that will support ongoing ROD research and control activities. This includes, but not limited to, analyzing existing drone flight data and/or LiDAR or other remotely sensed aerial data in support of all ROD activities.  Uses digital sketch mapping, satellite imagery, LiDAR, infrared imaging and/or drone technologies to inform landscape level management planning.  Researches the application of new technologies to advance the tabular and spatial databases. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Geography, GIS, Cartography, or related field.  EXPERIENCE:  Three to five (3-5) years of experience in GIS, database maintenance, and technical support. One to three (1-3) years of field experience in environmentally focused GIS work.  ABIL/KNOW/SKILLS:  Working knowledge of Hawaiian wildland environment and Hawaiian ecology/biology (plants or animals).  Knowledge of common Hawaiian flora at the landscape level or similar.  Knowledge of geology and geography of common upland Hawaiian environments or similar. Extensive knowledge of GIS databases and applications. Working knowledge of interpreting spatial and tabular data.  Ability to solve problems and think critically. Demonstrated ability to communicate clearly both orally and in writing.  Skilled in exercising professional independent judgment and decision-making.  Ability to operate technical geographic based equipment, such as drones, cameras, digital sketchpads, survey equipment, etc. Proficient at using a variety of software needed to analyze remotely sensed geographic data, such as software used to collect digital information used in GIS or other technical systems.  Ability to effectively communicate orally and express technically complex maps and geodatabase management and models.  Proficient at using Microsoft Office, Access databases, and ArcGIS and extensions. Skilled in GPS operation. Must possess a FAA Part 107 Remote Pilot certificate at the time of hire and maintain throughout duration of employment.  Post Offer/Employment Conditions: Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment.  Must be able to complete basic helicopter safety course within six (6) months from date of hire.  PHYSICAL/MEDICAL REQUIREMENTS:  Occasional heavy fieldwork requires physical exertion, such as walking over wet, rough, uneven, or muddy surfaces; bending, crawling, stooping, stretching, reaching; and similar activities.  Ability to sit or stand at a desk and use a computer for hours at a time. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Comprehensive knowledge of Federal and State environmental laws pertaining to the use of drones, GIS and remote sensing technologies. Skill and experience in data collection, analysis, presentation, scientific expository style writing, and public speaking. Well-developed ability to work effectively with people from different backgrounds and with different perspectives.
