Regular, Full-Time, RCUH Non-Civil Service position with the Department of Land and Natural Resources (DLNR), Division of Aquatic Resources (DAR) located at DAR’s Office in Honolulu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: Salary commensurate with qualifications.

DUTIES: Functions as biometrician, statistician and research analyst for Direct DAR-RCUH projects. Examines fisheries dependent and independent data, verifies data quality and accuracy, and identifies limitations and/or deficiencies in data sets and survey methods. Provides statistical guidance on experimental and survey design methodology that focuses on the collection of recreational fisheries data. Conducts statistical analysis of fisheries data to assess fisheries take and provide justification to support management needs. Performs data management, prepares reports and publications, and conducts presentations.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Master’s Degree from an accredited college or university in Statistics, Mathematics, or a field such as Fisheries, Marine Biology, Oceanography, Natural Sciences with coursework in advanced mathematics and statistics. EXPERIENCE: Three to five (3-5) years of professional work experience in the review, analysis, and application of biological data and/or development of experimental design. ABIL/KNOW/SKILLS: Knowledge and use of various statistical programs/applications of statistical analyses. Must possess demonstrated expertise in specific areas such as parametric and nonparametric approaches, Maximum Likelihood Analysis and other resampling methods (Baysian), Multivariate Analysis, etc. Must be technologically savy with experience with database development and management. Knowledgeable in Microsoft Word, Excel, PowerPoint, and Access. Ability to apply a variety of statistical analyses to a wide range of scientific data sets. Must be highly analytical and possess the ability to evaluate data and associated (data collection) techniques, and offer recommendations on modifying and revising data collection to maximize results. Ability to train personnel in statistical methods. Must be detailed oriented but able to see overarching goals. Excellent verbal and written communication skills. Must possess a valid driver’s license. PHYSICAL/MEDICAL REQUIREMENTS: Requires the ability to swim in order to observe survey methodology and other data collection procedures. Requires physical stamina and agility for work which involves walking and climbing along rocky coastal areas in order to evaluate study sites, observe field protocols, and assess data collection methodologies related to recreational fisheries research. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, incumbent will be subject to all applicable RCUH policies and procedures and as applicable subject to University of Hawaii's and/or business entity's policies and procedures. SECONDARY QUALIFICATIONS: PhD from an accredited college or university in Fisheries, Marine Biology, or other related Natural Sciences field. Ability to use SAS software for data analysis. Familiarity with Hawaiian fisheries and ecosystems. Knowledge of RCUH and State policies and procedures.
