SSRI STRATEGIC PROGRAM PLANNER – ID# 19286.  Social Science Research Institute.  Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), located at the University of Hawai‘i at Manoa in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY RANGE:  $5,417 - $6,250/Mon. 

DUTIES:  Leads the strategic planning process for various State and County Departments and Divisions. Facilitates all aspects and phases, which includes, but not limited to, meeting with the department or division heads and their staff to help identify their goals and objectives, researching gaps, evaluating plans and tools to ensure the best strategic plan is developed for them, and suggesting ways to update their strategic plan(s). Ensures that all components are thoroughly developed. Coordinates and facilitates meetings.  Monitors and steers discussions to ensure they are focused and productive toward fulfilling objectives.  Encourages and prompts engagement from all participants and spurs idea generation. Collaboratively writes proposals and reports.  Aids in identifying needs, gaps, and opportunities, and determining and prioritizing goals.  Supports efforts to formulate, evaluate, and select strategies, tools, and solutions.  Ensures execution of all strategic planning projects from start to finish and timely completion of all required elements, including proposals and deliverables.  Oversees, mentors, trains, and provides daily guidance to the HCRI Research Support Assistant. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Communication, Social Science, Planning, or related field. (Bachelor’s Degree from an accredited four (4) year college or university in Communication, Social Science, Planning, or a related field and an additional three (3) years of related work experience may substitute for a Master’s Degree.). 

EXPERIENCE:  Four to six (4-6) years of work experience in strategic planning, facilitation, or related field. Experience must show ability to respect and facilitate varying perspectives. Experience must also include formulation of strategic plans, writing proposals, and facilitating meetings. Must be able provide sample of written strategic plan(s) or agenda(s) from meetings facilitated. 

ABIL/KNOW/SKILLS:  Working knowledge of meeting facilitation, and workshop and meeting logistics planning. Knowledge of strategic plans, including understanding all components (e.g., metrics), planning process, and strategic plan writing.  Ability to be an effective communicator to guide people through a process by staying neutral and encouraging open communication.  Ability to be an active listener, and ensure objectives are met.  Ability to prompt others to think critically and engage issues from multiple, new perspectives.  Ability to speak and write clearly. Demonstrated ability to plan and facilitate small and large group meetings. Proficiency with Microsoft Office, including Word, Excel, PowerPoint, and Outlook.  Must possess excellent time management skills and be able to manage multiple projects at the same time. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. 

PHYSICAL/MEDICAL REQUIREMENTS:  Ability to travel to the neighbor islands (which includes car rentals) for meetings at short notice as needed.

SECONDARY QUALIFICATIONS:  Experience in mediation, grant writing, or project management.  Certification in facilitation.
