NATURAL RESOURCES COMMUNITY PROGRAM ASSOCIATE – ID# 19248. Social Science Research Institute. Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Department of Land and Natural Resources (DLNR), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $3,750 - $4,071/Mon.
DUTIES: Provides project planning, research, training, and evaluation related to the Makai Watch program and other outreach strategies with community members in collaboration with the Division of Aquatic Resources (DAR). Monitors and evaluates program operations and activities to ensure program objectives, and State and Federal requirements are being met. Assists in writing and monitoring grants. Engages community to promote effective stewardship of Hawai‘i’s aquatic natural resources. Prepares outreach, training, and similar informational materials. Develops, coordinates, and conducts community events, ad hoc trainings, and/or talk story sessions. Provides targeted training with respect to effective stewardship of Hawai‘i’s aquatic natural resources. Maintains records documenting engagement efforts. Facilitates, attends, and convenes meetings, workshops, and trainings for State of Hawai‘i staff, including enforcement officials. Provides support to DAR-directed initiatives. Tracks metrics. Calculates basic statistics and reports to communities and/or State of Hawai‘i staff. In collaboration with the DAR, evaluates selected community engagement effort(s) (e.g., Makai Watch) annually. Formulates recommendations to enhance or improve requirements, rules, or methods. Drafts reports. Creates and maintains electronic outreach materials and efforts (e.g., website). Weekend and after-hours travel for meetings/workshops/events will be required.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited college or university.
EXPERIENCE: One to three (1-3) years of progressively responsible work experience in a relevant field that includes working with a variety of stakeholders or community members in Hawai‘i related to aquatic resources. Experience working collaboratively with fishing communities. Experience in monitoring, assessing, or researching and evaluating programs or projects for the purpose of formulating recommendations to enhance or improve requirements, rules, or methods of a program or plan. Experience in collecting and interpreting data to determine compliance with requirements, solve problems, advise on revisions, or create training materials.
ABIL/KNOW/SKILLS: Familiar with Hawai‘i’s aquatic resource rules, regulations, and best practices. Knowledge and understanding of local nearshore fishing practices and culture. Demonstrated ability to speak clearly and produce clear and comprehensive reports and other written documents (e.g., proposals) requiring minimal review and editing, and using correct grammar and mechanics; read, comprehend, and analyze complex texts (e.g., laws, regulations, and policies); and resolve problems of a complex nature rationally and methodically. Ability to apply relevant laws, regulations, policies, and processes; identify regulations, principles, connections, and patterns that elucidate data and other factual information; and evaluate and interpret information applicable to the planning, development, monitoring, or assessment of programs or program aspects. Ability to tailor information to target audiences. Demonstrated ability to work well in a fast-paced, flexible environment under limited supervision. Ability to apply ingenuity to generate new insights into situations and draft recommendations for new procedures where existing methods are inappropriate or unavailable. Ability to recognize when information is required, collect data from appropriate sources, arrange information to enhance evaluation and decision-making processes. Ability to create and maintain strong working relationships, be a positive team player, and demonstrate courtesy and tact. Proficiency with Microsoft Office (e.g., Word, Excel, and PowerPoint). Ability to remain calm under pressure while effectively meeting deadlines. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.
PHYSICAL/MEDICAL REQUIREMENTS: Ability to travel to the neighbor islands (which includes using car rentals) for meetings at short notice (up to 15 percent of the time).
