Execute the management plan for the newly created National Marine Sanctuary of American Samoa-and agency priority. This position is for the assistant sanctuary superintendent, and if filled, would be the only Federal position NOS has in American Samoa. Because the sanctuary superintendent is not a federal employee, this position will represent NOAA in establishing partnerships with the Territory of American Samoa and handle critical operations inherent to a Federal position, such as contract oversight, and property custodian.
The incumbent for this position will:
•Execute the site's management plan, and develop, execute and manage the annual operating plan, ensuring that programmatic goals, objectives, and milestones for the program are met. •Conduct site financial administration including purchasing and contracting, approving invoices and other documents on behalf of the sanctuary, allocating resources including the use of the Purchase Card (GSA SmartPay). •Provide policy and technical advice on coastal and ocean issues, and make policy decisions under the direction of the Superintendent. •Conduct, develop and/or lead environmental resource and management studies, or refer to current relevant studies in order to inform management decisions. •Collaborate with partner agencies and organizations of different cultures to carry out the siteʻs management plan. Management plans are site-specific documents that the Office of National Marine Sanctuaries uses to manage individual sanctuaries. The management plans enables a sanctuary to: articulate visions, goals, objectives, and priorities for an individual sanctuary; summarize existing programs and regulations; guide preparation of annual operating plans; guide management decision making; ensure public involvement in management processes; and contribute to attaining national system goals and objectives. •Carry out the policies and purposes of the National Marine Sanctuaries Act, relevant Presidential Proclamations and Executive Orders. •Conduct regulatory oversight of activities that may impact site resources, including permitting of regulated activities. •Conduct safety and field operations, including small boats operations and scuba diving.
