Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), performing project tasks on land controlled by the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located on the Island of Oahu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $2,957/Mon. 

DUTIES:  A primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies.  Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides. Works with the Ecosystem Restoration Program Manager to plan, implement, and review both office and field work related to ecosystem restoration actions in the Makua and Oahu Implementation Plans (MIP and OIP).  Office work involves but not limited to: directing and managing the common native species restoration program; supervising the Environmental Outreach Specialists; managing pesticide inventory and equipment; assisting with Program year-end report writing; conducting quality control data checks, developing novel restoration techniques and strategies, contributing to restoration plan development, and researching invasive species life history.  Fieldwork involves, but not limited to: leading/implementing common native restoration actions; leading/implementing invasive species control actions; native and alien vegetation monitoring, research related to weed control technique development, and educating field staff about ecosystem restoration issues. May work in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Natural Sciences, Environmental Science, or related field with basic/related biology courses.  EXPERIENCE:  At least three (3) years of experience working with biological resources in Hawai‘i.  Experience needs to be well documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.  At least three (3) years of experience managing weeds with manual weed control tools and with herbicides. At least one (1) year of experience in working with restoration plantings. At least one (1) year of supervisory experience.  Must have prior experience supervising paid staff and attendance in supervisory training programs.  ABIL/KNOW/SKILLS:  Knowledge of or expertise in ecosystem restoration approach including weed control strategy and associated planting strategies.  Knowledge of basic threat control techniques for weeds.  Knowledge of pesticide handling and reporting practices. Knowledge of plant taxa from the island of Oahu.  Familiarity with biological database application and maintenance.  Familiarity with integrative techniques used to inventory, assess, and monitor natural resource assets, environmental impacts and their interrelationships. Must be meticulous and detail-oriented, and skilled at prioritizing workload. Ability to make sound planning and logistical decisions, and complete assigned projects in a time efficient manner. Ability to convey thoughts clearly in writing and draft short reports. Advanced level judgment and problem solving skills required to perform moderate to complex assignments, projects, etc. on a regular basis.  Ability to use altimeter, compasses, and maps to navigate in field.  Ability to use Microsoft office programs (Excel, Word, Access, and PowerPoint).  Ability to record biological data with a GPS and utilize GIS.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Condition:  Must be able to pass a DoD security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information.  Must be able to complete basic helicopter safety course within twelve (12) months from date of hire.  Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within twelve (12) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.  Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment.  Must complete Unexploded Ordnance (UXO) Training within six (6) months of hire and maintain throughout duration of employment, as job duties may require work in UXO areas. PHYSICAL/MEDICAL REQUIREMENTS:  Able and willing to conduct work under strenuous outdoor conditions (e.g. extreme weather, thick brush, steep terrain). Able to hike up to four (4) miles per day, backpack with up to 20 pounds of weight unassisted, and camp in remote areas and rugged terrain three to five (3-5) times a year for three to four (3-4) days at a time. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Knowledge of Department of the Army natural resources programs in general.  Knowledge of Federal, State, and local environmental laws.  Education and experience in programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Skilled at employing restoration techniques in Hawaiian terrestrial ecosystems at varying scales (i.e. small to landscape scale).  Expertise in taxonomical knowledge of Hawaiian flora (native and non-native).
