PCSU/OANRP SENIOR NATURAL RESOURCES MANAGEMENT COORDINATOR – ID# 19103.
Pacific Cooperative Studies Unit. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), coordinating and performing project tasks under the applicable cooperative agreement on land controlled by the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located at Schofield Barracks, on Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: A primary goal is to ensure successful execution of the cooperative agreement under the direction of the NRM Program Manager and Principal Investigator to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies. Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides. The employee will be part of a twenty (20)-person team for the Oahu Army Natural Resources Program (OANRP) under UH/PCSU. Supervises Rare Plant Program Manager, Specialists, Technicians, and PCSU/OANRP Support Operations Supervisor. Program Managers and Specialists are responsible for designing conservation approaches to achieve goals identified in the Makua and Oahu Implementation Plans (MIP and OIP) on Oahu. Coordinates with these Managers to ensure production of the year-end report. Contributes to Section 7 Consultation with the U.S. Fish and Wildlife Service (USFWS). Directs PCSU-OANRP database oversight and all procurement purchases for the overall program. Oversees safety program for the PCSU-OANRP Program. Works with partner agencies to plan conservation strategies that further the cooperative agreement. Also works with subcontractors in scheduling surveys and other projects. Provides oversight for natural resource crews in the field conducting rare species survey, monitoring and management, alien species survey, and monitoring and control. Plans educational training for crew and leads staff meetings. Assists with review of PCSU-OANRP projects to determine potential effects on natural resources. May work in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision. Performs other duties as assigned.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor's Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resource Management, or Geography with related biological courses. EXPERIENCE: Five to seven (5-7) years of experience managing a team conducting Natural Resource Management in Hawai‘i and the Pacific. At least one (1) year of experience with contract management. At least three (3) years of experience supervising paid staff. Attendance in supervisory training programs. Supervisory experience must be well documented. ABIL/KNOW/SKILLS: Proficient knowledge of Hawaiian resources and conservation technique or similar. Knowledge of Hawaiian ecosystems relative to the Endangered Species Act. Knowledge of computer programs which aid in the organization and implementation of projects. Knowledge of alien species control techniques. Working knowledge of the Office of Management and Budget (OMB) circulars, Code of Federal Regulations (CFR), and Federal Acquisition Regulations (FAR) to be able to oversee program purchases and contracts. Ability to organize and plan natural resource projects. Knowledge of and skill in planning, scheduling, and conducting environmental related projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of programs. Demonstrated skill in summarizing findings and recommendations, as well as, proficiency in oral and written presentations. Must be skilled in planning and constructing natural resource fences. Ability to identify native and alien species in Hawai‘i. Ability to project budget requirements for future program needs. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must be able to pass a DoD security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must be able to complete external sling load course (A219) within twelve (12) months of hire. Must be able to complete a helicopter manager course within twelve (12) months from date of hire and maintain throughout the duration of employment. Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete chainsaw training within twelve (12) months of from date of hire. Must be able to obtain rappelling certification within six (6) months from date of hire as job duties will require work on ropes. Must complete UXO training within six (6) months of from date of hire and maintain throughout the duration of employment. PHYSICAL/MEDICAL REQUIREMENTS: Able to conduct work outdoors, which may involve hiking, backpacking, camping and work in steep and rugged terrain. Must be able to lift and carry up to fifty (50) pounds unassisted. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. SECONDARY QUALIFICATIONS: Knowledge of programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Familiarity with Department of the Army natural resources programs in general, and the policy and organizational contexts within which they are managed. Knowledge of pertinent laws and regulations, and licensing and permitting requirements related to program management.
