Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Three Mountain Alliance (TMA), located in Hawai‘i Volcanoes National Park, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 

DUTIES:  Develops and implements projects identified in the TMA Management Plan, prioritized by TMA members and the TMA Coordinator.  Assesses status of priority invasive weed populations to determine and establish priority management areas and actions.  Develops and implements monitoring protocols to assess status of natural resources in management areas and effectiveness of management actions.  Works closely with TMA Project Coordinator to develop future natural resource management projects across TMA lands.  Develops and implements strategies and action plans for invasive weed and ungulate control within specific management areas.  Plans and leads field activities related to ungulate control, fence inspection/maintenance, invasive weed control, site restoration, and monitoring of site resources.  Supervises Field Crew Supervisor and Propagation Field Assistant.  Coordinates logistics and schedules for field staff.  Coordinates and plans field and other watershed conservation activities with TMA partners and assists such partners with management projects, as needed.  Collects, enters, and provides field data.  Contributes to data reports and other information for grant reporting, grant writing, budget management, administrative responsibilities, hiring, and other tasks.  Loads, unloads, aims, and shoots handguns, shotguns, rifles and other RCUH-authorized firearms from a variety of body positions in authorized project-related research or wildlife control programs. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Natural Resource Management, Biological Science, or Environmental Science with basic/related biology/natural resources  courses.  EXPERIENCE:  At least three (3) years of work experience with biological resources, conservation planning, and/or natural resource management.  This should include at least one (1) year of experience leading field-based projects for multiple staff.  Experience needs to be well-documented and acquired under the employment of an academic institution, governmental agency, private company, non-profit organization in the appropriate field and can include internships. Experience supervising multi-person field crews. Experience planning and implementing resource management projects in Hawai‘i.  ABIL/KNOW/SKILLS:  Strong working knowledge of and expertise in fieldwork techniques, logistical planning, data collection/management, and ecosystem monitoring protocols.  Must possess knowledge of Hawaiian flora and fauna, with particularly strong skills in native Hawaiian and alien plant identification.  Knowledge of watershed and island ecosystem processes, incipient alien plant, and animal invasions.  Strong working knowledge of herbicide use and weed control techniques. Knowledge of animal control techniques.  Knowledge of ungulate proof fence construction, inspection and maintenance.  Must be proficient in Global Positioning Systems (GPS) (i.e., Garmin, TDS, or Trimble).  Familiarity with ArcGIS.  Ability to make sound planning and logistical decisions.  Ability to enter data and generate data summaries for field activities.  Familiarity with database (Microsoft Access) and other Microsoft Office software.  Ability to communicate orally and in writing and to comprehend complex verbal and written instructions.  Ability to communicate instructions clearly to subordinate staff.  Ability to read topographic maps and aerial photographs, and use altimeter and compass.  Ability to identify native plants and invasive weeds.  Ability to conduct control of invasive weeds using mechanical and chemical methods.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission.  Post Offer/Employment Conditions:  Must possess the American Red Cross Certification in First Aid/CPR or be able to obtain and maintain the certificate prior to use of firearms on the job (whichever comes first) and maintain certification throughout duration of employment. Must be able to pass state and federal criminal history/record background check at initial hire, at change of job requiring use of firearms and annually, which legally enables possession and use of firearms and ammunition throughout duration of employment. Must obtain and maintain National Rifle Association or National Park Service firearms training (or other comparable training) and State of Hawai‘i/DLNR Hunter Education Training Program firearms certification. As a condition of employment, all certifications must be obtained and maintained as specified by the certifying agency or as required by state and federal laws. Failure to pass the firearms qualification requirements may be grounds for disqualification of part or all of the job duties. Must be able to complete basic helicopter safety course within twelve (12) months from date of hire.  Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to obtain chainsaw certification within twelve (12) months of hire and maintain throughout employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to regularly hike and camp in remote areas and rugged terrain under inclement weather conditions at high elevations, up to four (4) consecutive days.  Able to backpack, lift and carry up to forty (40) pounds unassisted. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Experience managing threats to native Hawaiian flora and fauna and to native Hawaiian ecosystems from incipient alien plant and animal invasions.  Experience using sampling protocols and methodologies for planning surveys, project design, and data analysis.  Field experience in a resource management program to protect at risk ecosystems in Hawai‘i, with emphasis on alien plant control, ungulate control, site restoration, and biological surveys.  Previous fence construction, inspection and maintenance experience.  Ability to identify rare and endangered plant and animal species. Ability to facilitate projects with outside contractors.  Ability to safely operate power tools, including chainsaws, weed eaters, generators, chipper, etc. Knowledge of wildland firefighting.
