ROD DATA MANAGEMENT & GIS SPECIALIST – ID# 18323. 

 

Pacific Cooperative Studies Unit.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), located at the United States Department of Agriculture (USDA) Forest Service, Institute of Pacific Islands Forestry on the island of Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY:  Salary commensurate with qualifications. 

 

DUTIES:  Facilitates data exchange among project partners by managing and maintaining the Rapid Ohia Death geodatabase which houses data from research, survey, monitoring, and control projects. Analyzes and interprets data including developing geospatial models and performing quantitative and spatial analyses using statistical and Geographic Information Systems (GIS) software. Designs and prepares data summaries for incorporation into reports on accomplishments for funders and partners. Develops maps and other materials for survey and management crews. Trains field staff in use of data recording apps, technical software, Global Positioning System (GPS) equipment, and data entry and retrieval. Coordinates with ROD partners and cooperating natural resource agencies or programs to produce maps, geo-databases, and performs complex Geographic Information System (GIS) analyses for a variety of programs and projects state-wide. Works with and analyzes remote sensing data. Supports ongoing management of geo-databases state-wide, but primarily on Hawai‘i Island, by trouble shooting and training for software and hardware information technology systems as needed. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Natural Sciences or a related field.  Must have some coursework/training in GIS related programs/applications.  EXPERIENCE:  Three to five (3-5) years of experience working with tabular and spatial data management systems for a resource management agency. Experience developing and performing spatial analyses using GIS software. Experience presenting results based on interpretation of spatial data in oral, graphic, or written formats.  ABIL/KNOW/SKILLS:  Knowledge of spatial analysis, GIS programming, graphic representation, computer modeling, and use of relational databases. Knowledge of current GPS technology. Knowledge of basic methods in plant or animal ecology.  Knowledge of Hawaiian biota and threats from incipient alien plant and animal invasions in Hawai‘i. Excellent computer skills.  Proficient at using Microsoft Office Suite, Microsoft Access databases, Trimble/Garmin GPS systems, and ArcGIS software. Ability to read maps and aerial photographs.  Demonstrated ability to summarize, analyze, and develop written reports and presentations on results of project activities.  Demonstrated ability to communicate clearly both orally and in writing. Post Offer/Employment Conditions: Must be able to complete basic helicopter safety training within six (6) months from date of hire and maintain throughout duration of employment.  Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment).  PHYSICAL/MEDICAL REQUIREMENTS:  Able to work outdoors on extremely rough terrain and under adverse weather conditions and hike up to five (5) miles.  Able to lift and carry up to fifty (50) pounds unassisted. SECONDARY QUALIFICATIONS:  Master’s degree from an accredited four college or university in Natural Sciences or a related field.  Working knowledge of Hawaiian natural history, ecosystems, flora and fauna. Experience managing natural resources in Hawai‘i. Master’s Degree from an accredited college or university in related field.
