Pacific International Center for High Technology Research. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), performing project tasks on land controlled by the U.S. Army Garrison, Hawai‘i (USAG-HI), Directorate of Public Works (DPW), Environmental Office, Cultural Resources Section, located at Schofield Barracks on the island of Oahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State law.
MONTHLY SALARY RANGE: $2,728-$4,000/Mon.
DUTIES: Initiates, plans, and supports the development and implementation of a comprehensive cultural resources outreach program for USAG-HI, which includes briefing military and non-military personnel on cultural resources and historic preservation. Develops a variety of outreach presentation materials. Creates signage for USAG-HI historic properties and develops and implements educational tours of historical and cultural sites. Drafts articles for military publications and other publications. Provides frequent written reports and progress updates to the PICHTR CRM Program Manager, including outreach summaries for annual reports. Communicates with staff to identify outreach opportunities and to ensure compliance with Federal, State, and Army laws and regulations governing historic/cultural resources. Assists Army Cultural Resources staff with field and lab projects, including reconnaissance field inspections, limited surveys, relocating known archaeological sites to confirm location and condition, and surveying and documenting historic buildings. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Anthropology, Archaeological/Cultural Resources Management, Hawaiian Studies, or related field. EXPERIENCE: One to three (1-3) years of experience working in Anthropology or Archaeological/Cultural Resources Management. At least one (1) year of experience in education and public outreach. ABIL/KNOW/SKILLS: Knowledge of Hawaiian history. Knowledge of issues related to cultural resources management in Hawai‘i, including but not limited to archaeology, historic buildings, and artifacts. Working knowledge of word processing and desktop publishing software including PowerPoint, Excel, Photoshop, and Publisher, or comparable software. Basic knowledge of the Historic Preservation Act and Section 106. Working knowledge of camera operation and image management. Strong oral and written communication skills. Strong archival and literary research skills. Strong interpersonal skills and ability to develop and maintain effective relationships. Ability to work effectively as part of a team. Ability to initiate, plan, coordinate, and implement briefings for military and non-military personnel working on USAG-HI training ranges. Demonstrated ability and willingness to make frequent, effective oral and written presentations, including technical writing. Ability to meet changing priorities and/or responsibilities and complete assignments on a timely basis. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete online forty (40) hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training within two (2) weeks from date of hire or may be subject to termination. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must complete UXO training within six (6) months from date of hire, as job duties will require work in UXO areas, and maintain throughout duration of employment. PHYSICAL/MEDICAL REQUIREMENTS: Able and willing to work under strenuous and extreme outdoor conditions. Able to hike up to ten (10) miles per day with a backpack weighing up to forty (40) pounds. Post Offer/Employment Conditions: Must be able to pass a post-offer physical exam within two (2) weeks from date of hire or may be subject to termination. Subsequent periodic exams, at least annually, may be required by the employer. Respirator medical clearance and fitting is required. SECONDARY QUALIFICATIONS: Education and experience in the cultural and historical setting specific to Army lands on Oahu and/or Hawai‘i islands. Knowledge of Department of Defense cultural resources in general and the policy, organizational, and operational contexts within which they are managed. Skill as a catalyst and motivator to elicit cooperation from and collaboration with diverse individuals and groups. Advanced knowledge of local, Federal, and State land use and environmental laws. Experience coordinating a variety of cultural resources program tasks, particularly in a governmental agency setting. Experience with Adobe Creative Suite or other design software. Experience working independently to accomplish a major project. Experience working on resource conservation projects in Hawai‘i.
