Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Landowner Assistance Program for Endangered Species Protection, located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY:  $2,424/Mon.
DUTIES:  Assists project coordinator with technical outreach and monitoring related to multiple Habitat Conservation Plans (HCP) and Safe Harbor Agreements (SHA) across the state.  Assists with research, review, and editing for Environmental Assessments (EA), Environmental Impact Statements (EIS), and HCP.  Produces letters, mailings, phone and email communications, website updates, and organizes/manages project data/information.  Assists project coordinator with the coordination of public and agency meetings.  Schedules, facilitates, and documents meetings and site visits.  Tracks required compliance paperwork and monitors renewal deadlines. Manages databases and website updates.  Compiles annual committee report and legislative program report.  Assists in monitoring incidental take licenses and reviewing HCP reports for compliance with endangered species statutes.  Assists with habitat evaluations for mitigation options, field surveys and other activities for species recovery.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  At least two (2) years of college-level coursework with courses in Biological Sciences.  EXPERIENCE:  Up to one (0-1) year working in conservation and/or environmental policy with experience in the field of compliance, project management, or conservation.  ABIL/KNOW/SKILLS:  Working knowledge of environmental management, EA, EIS, and/or conservation planning.  Understanding of the principles of conservation biology and environmental policy/law.  Knowledge of various protected species including seabirds, waterbirds, bats, Nene birds, and various plant species.  Demonstrated skills in time management, documenting, organization, writing, and research.  Ability to perform data entry and management using Microsoft Office and other software programs, and preliminary analyses.  Ability to perform website and internet navigation.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  Post Offer/Employment Condition: Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Requires ability to hike and operate in remote locations. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).
SECONDARY QUALIFICATIONS:  Demonstrated experience with one (1) or more of the following: protected species management, habitat conservation planning, facilitation, technical writing, producing environmental documents, and/or outreach.  Knowledge of project management strategies.  Experience working with conservation planning, HCP, SHA, EA, EIS, in Hawai‘i or on the U.S. mainland.  Knowledge and experience with Hawaiian protected species and protected species monitoring in relation to renewable energy projects.  Demonstrated meeting facilitation experience working in potentially contentious situations with people of diverse backgrounds.  Critical thinking and critical writing skills.  Experience with editing and use of Geographic Information System (GIS) software and databases.
