Job Summary
Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Designs fishery-independent surveys of mobile marine organisms (including fish), using established statistical survey methods such as stratified random sampling for the purpose of assessing/monitoring species-level population metrics including abundance, biomass, and size of marine organisms and collecting information on their habitat. Conducts statistical analyses of survey data using their statistical design to estimate the population metrics listed above, with the end goal of providing this information for fishery stock assessments in the U.S. Pacific Islands region. Prepares technical reports and scientific manuscripts summarizing analytical results, and presents findings at national and international meetings. Prepares and presents nontechnical products about statistical survey design and results for outreach and training to fishing industry, partners, and the general public. Participates in research cruises and small boat operations as part of the fishery-independent surveys.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: PhD from an accredited college or university in Fisheries Science, Mathematics, Statistics, or related field involving the use of statistical sampling design and associated statistical analyses. EXPERIENCE: Three to five (3-5) years of experience in statistical sampling design and associated statistical analyses. Experience with carrying research projects to completion, producing technical reports, and publishing results, including first authorship on at least one (1) peer-reviewed journal article. Experience working on interdisciplinary research teams and presenting technical information to nontechnical audiences. ABIL/KNOW/SKILLS: Working knowledge of sampling design theory and associated analyses, spatial statistics, population dynamics, and other advanced statistical procedures for data analyses. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a US Citizen or Permanent Resident Alien. Proficiency with advanced scripting and statistical software packages, preferably the R language. Familiarity with Geographic Information Systems (GIS) applications. Proficiency with basic office productivity software tools (word processors, spreadsheets, presentation software). Must possess excellent written and verbal communication skills to write scientific manuscripts and technical reports, and to make presentations and conduct trainings suitable for a range of audiences. Ability to coordinate with other scientists and team members and build strong collaborative working relationships with partners in industry and local government. Post Offer Employment Requirement: Must be able to meet US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment. PHYSICAL/MEDICAL REQUIREMENTS: Must be able to obtain NOAA Medical Clearance for embarking/working on NOAA research vessels or other appropriate vessels which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Marine and Aviation Operations, and maintain throughout duration of employment. Ability to work for long hours outdoors at various captive facilities and remote locations with high exposure to sunlight, aboard research vessels and aboard small boats (15-20’) in coastal and oceanic waters. Ability to lift up to fifty (50) pounds of scientific instruments, scuba gear and equipment. SECONDARY QUALIFICATIONS: Working knowledge of sampling design and theory and associated analyses as they apply specifically to mobile marine organisms. Experience with stratified random sampling design and analyses of data gathered using this design. Experience with fishery stock assessments. Experience at-sea aboard large research or fisheries vessels, and/or experience on small boats. Experience working with fishers.
