Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR) performing project tasks on land controlled by the U.S. Army Garrison, Directorate of Public Works, Environmental Office, Natural Resources Section on the island of Oahu, Hawai‘i. This is a specific project within the Oahu Army Natural Resources Program (OANRP). Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $2,497/Mon.
DUTIES: Implements natural resource management in the field including but not limited to rare species monitoring, identification, collections and reintroduction (plants and animals), mapping using Global Positioning System (GPS), and threat control (weeds, rodents and ungulates). Implements office and field work designed and planned by the Natural Resource Management staff and Natural Resources Management Coordinators such as, but not limited to: implementing field work (e.g. monitoring, surveying, fencing, etc.); assisting in scheduling, planning, logistics, and documenting day-to-day field work; recording and analyzing field data using computer aided programs. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision. This is a progressive job group, which allows for entry and possible promotion through experience and demonstrated competence based on established competency matrix.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor's Degree from an accredited four (4) year college or university in the Biological Sciences, Natural Resource Management, Geography or Hawaiian Studies with basic, or related, Biological courses. EXPERIENCE: Up to one (0-1) year of work or volunteer experience in or related to managing natural resources. Experience needs to be documented well and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. ABIL/KNOW/SKILLS: General knowledge of herbicide use, weed control techniques, and vegetation and/or rare plant monitoring techniques and data collection. Able to use altimeter, compass and maps. Able to use word-processing, database and spreadsheet programs. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer /Employment Conditions:Must be able to pass a post offer criminal background check for employment as an Army contractor. Must be able to pass a DoD security check for employment as an Army contractor. Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within twelve (12) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete UXO Training within six (6) months of hire and maintain throughout duration of employment, as job duties will require work in UXO areas. If selected for rappelling must be certified and approved by PCSU/the Research Corporation of the University of Hawai‘i (RCUH) prior to activity. For rappelling, must be able to complete rappelling training. PHYSICAL/MEDICAL REQUIREMENTS: Able to hike up to ten (10) miles per day, and camp in remote areas and rugged terrain under inclement weather conditions, up to four (4) consecutive days. Able to backpack, lift, and carry thirty-five (35) pounds unassisted. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. SECONDARY QUALIFICATIONS: Education and experience in programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Familiarity with biological database application and maintenance. Familiarity with native and non-native taxa of Hawai‘i. Knowledge of Department of the Army natural resources programs in general and the policy, organizational contexts within which they are managed – especially safety and logistical requirements necessary to plan field operations around Army training schedules. Familiarity with data analysis and presentation.
