MARINE PROTECTED SPECIES PLANNER – ID# 17574.  Social Science Research Institute.  Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI) and the Division of Aquatic Resources (DAR), Department of Land and Natural Resources (DLNR), located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.  

MONTHLY SALARY:  Salary commensurate with qualifications.  

DUTIES:  Provides project planning, research, training and evaluation related to marine protected species conservation and long-term management.  Researches and evaluates effectiveness of management tools to support sustainable fishing and address ecological threats.  Facilitates meetings and workshops.  Develops communication and outreach plans.  Prepares progress and final reports.  Drafts funding proposals.  Creates and maintains website, outreach and training materials.  Creates metrics and evaluates the program.  

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Biology, Zoology, Ecology, or a related biological science. (Bachelor’s Degree from an accredited four (4) year college or university in Biology, Ecology, Zoology or a related biological science and an additional one (1) year of experience may substitute for a Master’s Degree).  

EXPERIENCE:  Three to five (3-5) years of work experience in marine mammal, fisheries, ecology, or aquatic biology, which involved management, conservation, development, utilization and protection of aquatic resources, and/or scientific research dealing with aquatic resources and environment.  Experience must show ability to understand relationship between resources, users, facilities, services, needs and values for the development of policy options, alternatives for action, and programs and priorities to meet goals and objectives.  At least one (1) year supervisory experience (supervisory aptitude rather than actual supervisory experience may be accepted with evidence of the necessary supervisory abilities and/or potential).  

ABIL/KNOW/SKILLS:  Understanding of the fishing or hunting community’s perspective with regard to protected species.  Basic understanding of rules and policies pertinent to personnel safety, fiscal, and operational matters.  Ability to speak and write clearly, including the ability to analyze and clearly explain data, plans and policies, draft proposals, and draft reports requiring minimal review and editing.  Demonstrated proficiency with highly detailed work.  Demonstrated ability to work well in a fast-paced, flexible environment without intensive supervision.  Proficiency with the Microsoft Office package; Word, Excel, and PowerPoint.  Ability to be a positive team player.  Ability to remain calm under pressure while effectively meeting deadlines and ability to be flexible with changing aspects and needs of job.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  

PHYSICAL/MEDICAL REQUIREMENTS:  Ability to travel to the neighbor islands (including using car rentals) for meetings at short notice, as needed (up to fifteen (15) percent of time).

SECONDARY QUALIFICATIONS:  Knowledge of ARC GIS.  Working knowledge of how to implement and monitor a multi-faceted natural resource related project or program.  Understanding of the resource management landscape of Hawai‘i.
