This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS) in Kihei, Hawaii.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-04 is equivalent to the GS-13/14.

The full performance for this position is ZA-04.

Cost of Living Allowance (COLA) is paid for locations in Hawaii. COLA is exempt from Federal income taxes. The COLA is not reflected in the locality salary shown in this vacancy announcement.

Responsibilities

The individual selected for this position will:

  • Lead in the development, implementation and tracking of critical program planning elements for the sanctuary.
  • Ensure effectiveness of program administration through efficient implementation.
  • Track the sanctuary budget and management of financial operations including purchasing and reconciliation.
  • Engage and coordinate with local, regional, national and international organizations and partners to promote Office of National Marine Sanctuary (ONMS) and National Oceanic and Atmospheric (NOAA) priorities.
  • Ensure program success through effective, knowledgeable and culturally sensitive collaboration with the state and county government, community leaders and marine resource users and stakeholders.
