Regular, Full-Time, RCUH Non-Civil Service position with the Office of the Vice President for Research and Innovation (OVPRI) performing project tasks to support the completion of conservation actions by the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section on the island of Oʻahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $3,900 - $4,400/Mon.

DUTIES: The primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies. Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides. Majority of tasks take place on Army lands. Provides administrative and logistical support for the OVPRI/Army Natural Resource Program - O‘ahu (ANRPO) in support of field operations to meet program goals for the Mākua Implementation Plan (MIP) and Oʻahu Implementation Plan (OIP), and to keep the Army in compliance with Biological Opinions. Implements various administrative tasks including but not limited to fiscal actions, human resources administration, logistical and facilities support, office management, and program communication. Supports program safety via serving as communication hub for field operations, and assisting with safety protocols, trainings, and information tracking. Assists with meeting logistics and note taking. Compiles and formats reports for distribution to partners, such as the U.S. Fish and Wildlife Service (USFWS), the Army Natural Resource Manager and Biologist, other partners, and ANRPO managers. Complies with all safety policies and procedures. Drives project vehicles. May include riding in helicopters and driving off-road. This is a progression job, ranging from Level I-II. Availability and ability to perform duties independently is expected to increase with each level of progression. Through experience, demonstrated competence, and operational needs, may be hired at the appropriate level.

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university. (Associate’s Degree at an accredited community college and an additional two (2) years of equivalent work experience in administrative or logistical support or office management, or an additional five (5) years of equivalent work experience in administrative or logistical support or office management may be substituted for a Bachelor’s degree.).

EXPERIENCE

One to three (1-3) years of office experience. Experience needs to be documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.

KNOWLEDGE

Working knowledge of office or business management. Knowledge of basic accounting and bookkeeping principles. Knowledge of travel/lodging planning and scheduling. Knowledge of administrative and procurement procedures. General knowledge of office equipment and inventory process.

ABILITIES & SKILLS

Must be an excellent communicator, in writing and orally. Strong organizational skills. Proficient in computer programs, including but not limited to: Microsoft Word, Excel, Outlook, Access, Powerpoint, and Teams; Adobe; and Google web-based software. Proficient in internet usage. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must be able to complete basic helicopter safety course (A100) within six (6) months from date of hire. Must possess the American Red Cross Certification in First Aid/CPR or be able to obtain and maintain the certification throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than the employee’s initial exposure to hazardous chemicals. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS

Conducts work under office conditions. Must be able to lift up to forty-five (45) pounds unassisted.

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).

SECONDARY QUALIFICATIONS:

Knowledge of Department of the Army natural resources programs in general and the policies and organizational contexts within which they are managed. Knowledge of Federal, State, and local environmental laws. Knowledge, experience, or familiarity with Research Corporation of the University of Hawai‘i policies and procedures. Experience with logistical support. Experience working in an office to support biological field activities. Skills in technical support to include network, computer, printer, and fax/scanner trouble shooting.

Proficient in database applications. Basic knowledge of biological principles and appreciation for biological resources, especially, pertaining to Hawaiian ecosystems.
