Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Pacific Islands Science Center, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary Commensurate with qualifications.
DUTIES: Responsible and accountable for all financial activities of PCSU – a federal, state, and private agency cooperative program focusing on natural/cultural resource management issues in Hawai‘i and the Pacific Islands. This includes, but is not limited to, establishing policies, processes, and procedures for all financial and other staff support services, and ensuring normal daily operations of all funded projects. Serves as the primary liaison between the University of Hawai‘i (UH), the Research Corporation of the University of Hawai‘i (RCUH), and funding agencies for all matters.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Accounting. EXPERIENCE: Three to five (3-5) years of professional-level experience working with federal funds financial or accounting record-keeping, posting or document processing, database and word processing and spreadsheet applications. Experience must include working independently to manage Federal and Extramurally-funded financial, fiscal and accounting responsibilities and assignments. Documented/demonstrable experience independently managing UH, RCUH and Federal/Extramural accounts and funds, preferred. ABIL/KNOW/SKILLS: Strong working knowledge of institutional fiscal requirements for federal and state extramural funds (knowledge of UH, RCUH, and State of Hawai‘i, preferred). Ability to draw information and prepare fiscal reports. 10-key by touch and ability to work with word processing, spreadsheet and database software. Knowledge of Department of Interior cooperative agreements and related funding systems. Ability to manage financial operations of PCSU. Able to attend sponsor-related financial, fiscal, compliance, and other administrative training programs annually. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).
SECONDARY QUALIFICATIONS: Familiarity with the UH Foundation reports, policies, and procedures. Knowledge of government accounting principles, Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Code of Federal Regulations (CFR), Federal Acquisition Regulations (FAR). Experience with UH Kuali Financial System and Kuali Financial Portal. Knowledge of Hawai‘i Occupational Safety and Health Plans (HIOSH) safety standards.
